Penelope recently earned her Doctor of Public Health from Boston University School of Public Health in health care leadership, policy, and management, and previously earned her Master of Public Health from Emory University's Rollins School of Public Health. A strong advocate for health equity, Penelope conducted dissertation research on strategies to improve equity within the Early Intervention system for children aged 0-3 with developmental delays. While earning her DrPH, she worked as the Strategy and Implementation Manager for the School Health Institute for Education and Leadership Development where she helped create an innovative leadership academy to train and empower school nurses to serve as community change agents.
